The maintainers of OPENSRC and DIGITALOCEAN have indicated they would
like to step down.
@chicks-net has stepped up to take over maintenance of DIGITALOCEAN.
# Resolution
* Update the `OWNERS` file.
* Update the `providerMaintainer` value for the providers.
* Update the README file.
